United have had two bids rejected for the Spaniard as the stand-off with Real continues, and City are looking to take advantage.
The Real Madrid defender is at the centre of a bitter contract wrangle with his club with Manchester United trying to take advantage.
The Reds have already had two bids rejected by Real who have slapped a staggering £64million price tag on the 29-year-old.
Though Pedro Riesco, who works with Ramos' brother and agent Rene, said: "With everything that has happened it will be very difficult for Sergio Ramos to stay at Madrid."
City are monitoring the situation with a view to taking advantage of the rising tensions between the two clubs.
